Alton Wayne Raynor, M.P.H.

Wayne Raynor has been the director
of the Harnett County Department of Public Health in Lillington North Carolina
since May 1996.
Prior to joining the health department
Wayne was head of the Maternal Health Branch of the North Carolina Department
of Health and Human Services, where he had responsibility for a variety of
statewide Womens Health Programs.
Wayne joined the Division of Maternal
and Child Health, Maternal Health Program in 1992 and assigned primary responsibility
for programs targeted toward infant mortality reduction.
Before coming to Maternal Health,
Wayne was Chief of the Immunization Section of the Department of Environment,
Health and Natural Resources and served as administrator of the statewide
Immunization Program with responsibility for ensuring widespread vaccine coverage
and investigation of vaccine preventable disease outbreaks.
During his tenure at Harnett County
Wayne has implemented numerous innovative programs that have helped to reduce
infant mortality and improve womens and childrens health. He established,
for the first time, a model health department based Obstetrical Program with
volunteer participation by a private physician to improve access to care for
under served populations. The health department Home Health Program achieved
Joint Commission accreditation with commendation under Waynes leadership.
Wayne is very devoted to his staff and has worked hard in partnership with
his Board, the County Manager, and the Board of Commissioners to improve salaries
and benefits.
Wayne received his M.P.H. degree
from the University of North Carolina at Chapel Hill in 1987. He is also a
graduate of the State of North Carolinas Public Manager Program. He
began his public health career with the U.S. Public Health Service in Philadelphia
in 1974.
Wayne is currently president elect
of the North Carolina Association of Local Health Directors and Vice Chairman
of the Southern Regional AHEC board of trustees. He is past president of the
Harnett Division of the American Heart Association, currently chairs the Harnett
County Transportation Advisory Board and the Child Fatality Prevention Team,
and serves as a board member to the Harnett County Partnership for Children.
Wayne and his wife Linda, a Registered
Nurse, reside in Angier, North Carolina with their youngest daughter Karyn.
Two adult children, Brian and Rachel, also a Registered Nurse, live outside
the home.
