"Barry has served as Director of Davie County Health Department since July 1, 1998 and was Director of the Stanley County Health Department from 1984 until coming here. Barry has successfully met the challenge of following Mr. Dennis Harrington at this agency. He has brought us a new perspective. He has developed positive cooperative working relationships with this Board, the Board of County Commissioners, county administration, health department supervisors and line staff. Barry has worked diligently to improve existing programs that provide needed health services and education to the citizens of our county. His dedication to public health and creative leadership is demonstrated by efforts such as the establishment of the executive director position for the NCALHD and NCAPHA, including the recruitment and hiring processes. His determined efforts regarding the visioning process and support for the accreditation of local health departments is mirrored locally in the development and implementation of a department-wide corporate compliance plan. He seeks opportunities to promote public health both locally and at the state level. He is an advocate for public health and access to health care for all our citizens. For these efforts, Barry is to be commended and deserves recognition."

"Since coming to Davie County, he has become involved in many community activities. Recently he has begun serving as a volunteer with the Domestic Violence and Rape Crisis Center and his leadership class is working to establish a teen center for the youth of Davie County."

In 1997, while President of NCALHD, Mr. Bass began what is commonly called the "visioning process". This was designed to have departments take a hard look at their capabilities, services and governance. At the center of this was the concept that all capabilities, services, and governance. At the center of this was the concept that all citizens should receive similar services irrespective of the size of the department. Outside process coordinators were retrained to help members work through the dynamics. This was extremely time-consuming for Mr. Bass who had to coordinate and contract with the technical professionals, arrange for meeting space and keep the association members involved. His persistence to bring closure resulted in one huge step - the hiring of an Executive Director. For over 20 years, NCALHD had discussed the need for an administrative professional to be a presence in Raleigh, to track legislation as well as to be a contact point for other organizations. Although this had been a long-term dream, finances were the drawback - dues could not be substantially increased to fund this person. Using the visioning process, members became convinced that through educational offerings and teaming-up with the Alliance of Public Health Agencies, an Executive Director could be hired. Mr. Bass was able to pull all the strings together that no one before him had been able to. His dogged persistence and refusal to accept something that was not truly meaningful stand out amongst his peers.
