Local Health Department: Involvement/Leadership/Achievement in Public Health at the Local Level

  • Serves on the Area L AHEC Advisory Committee. Assist with the Board of Health Training which is held quarterly
  • Established "Access East" - A Regional Alliance of Public Health Based Home Health Agencies
  • Developed a successfully funded proposal for and Edgecombe/Nash County Childhood Lead Poisoning Prevention Task Force - pending nominee for Glaxo-Welcome Award
  • Developed successfully funded proposals for Edgecombe/Nash Prenatal Substance Abuse Project
  • Collaborated agreement with OIC for HIC/STD mobile Unit
  • Serves as a member of the HIV Consortium for Edgecombe, Nash and Wilson Counties
  • He recently spent untold hours working on an Intensive Livestock Ordinance. He receives calls constantly from citizens in the community regarding various issues, but he always finds time in his busy schedule to deal with these issues.
  • When problems arise, he always handles himself in a very professional way.
  • He has an excellent rapport with the county officials, health department staff, as well as citizens in the community.
  • Mr. Baluss is an advocate for employees and they are a top priority. He demonstrates excellent leadership abilities.

  • Appointed by secretary Howes (NCDEHNR) and Secretary Britt (NCDHR) to the NC AIDS Advisory Council
  • Appointed by Representative Eva Clayton to "Women's Issues Forum" (Teen Pregnancy and Out of Wedlock Births) for Congressional District
  • Elected to Statewide Home Health Association Board of Directors
  • Request by DEHNR/HIV/STD Division to appear on statewide "Call-In" Cable TV "Health Connections"
  • Appointed by Governor Jim Hunt to NC Fatality Review Team as a "Public Health Director" member
  • Elected to Board of Directors, NC Alliance of Public Home Health Agencies
  • Currently serving as Local Government Representative, nominated by NC Association of County Commissioners, to Secretary Howes' DEHNR Environmental Advisory/Liaison Group
  • Served as Local Health Director Representative on Search Committee with Dr. Ron Levine in recruitment of State Director of Division of Epidemiology

Community: Involvement/Leadership/Achievement in Community (church, civic clubs, etc.)

  • Mentor for 95-96 year - HOSTS program with Edgecombe County Schools
  • Rotary Club, 96-97 chair of "Careers & Vocational Training" Committee
  • Member, Administrative Board - St. James United Methodist Church
  • Member VISION 200 Committee - St. James UMC/NC Methodist Council
  • Vice President and Teacher, "Builders" SS Class, St. James United Methodist Appointment Study Committee
  • Board Member, Charter Board, of "Positive Generations, Inc.", an inter-denominational ministry for services to jail inmates and others with substance abuse problems.
  • Has made presentations to numerous civic clubs and churches on Public Health issues. These presentations are always presented after work hours. He never declines to make a presentation. He goes the extra mile to make sure that Public Health is Visible and that the community is aware of the services offered and the issues that Public Health faces today.
