Call to Order
Newly installed
President Mimi Cooper welcomed attendees to the January 28th meeting
at 2:00 PM. This being the January meeting, it was a full association
meeting. She also presented us with meeting rules for the coming
year of her term.

Approval of the Minutes
Bob Wood made
a motion, seconded by Louis LaTour that the minute of the December
meeting be approved. Motion carried.
Treasurer's Report
The Treasurer’s
Report, as submitted by Elaine Russell was approved. (See Attachment)
A draft budget will be presented at the next meeting.
President's Report--Mimi
Cooper
Mimi Cooper
announced the following appointments:

announced her retirement from Davidson County.
Executive Director's
Report --Deborah Rowe
Deb informed
the group that Custom Data Processing would be giving a demo of
their product during the conference. She also said that she would
be speaking at the School of Public Health on advocacy issues.
Health Directors might be contacted by students to discuss advocacy
work for public health in their county of residence.
State Health
Director's Report--Dr. Leah Devlin
Dr. Devlin
did not report since she will be providing information during
the annual conference beginning tomorrow..
Local Support--Francis
Taylor
Francis reported
that it is time to begin efforts on the security rules of HIPAA.
She will be getting some deliverables to the health departments.
Compliance is required by April 21, 2005. While compliance with
the privacy rule was just shoring up what is normally done, the
security rules will require staff with IT skills which you may
(or may not) already have available to you. Your own staff, or
County staff will do. If the expertise is not available, you may
have to contract with outside assistance. Keep that in mind as
you prepare next year’s budget. A gap analysis will have
to be prepared, and risks prioritized to determine your needs
for either hardware or manpower.
Alamance and
Randolph Counties piloted the NCHICA tool during the first two
weeks of December, and made some recommendations. It will be possible
for health departments to purchase the security tool at $150.
You will be provided a coupon number to receive this reduced rate.
This is for a single PC. A license for additional users is $500.
This is considered a very reasonable price. The tool has policy
templates. You can update business associate agreements to include
the security requirements. If you purchased version 2.0, contact
Francis for assistance in getting the upgrades available in version
2.1. Francis will also be writing qualifications which can be
used if you need to go to an outside source and this will be coming
out soon. AHEC training for the security requirements will be
held in March and April across the state.
Local Office
Serview/Support--Joy Reed
Joy informed
everyone that the consolidated agreement will now require that
fixed assets valued at o$5000 or more have a depreciation schedule
established. This will be an advantage to the cost study. A sample
will be sent out.
The Accreditation
pilot project is moving along. Self Assessments were due in on
Monday, and all were completed. Joy thanked those who have agreed
to be on site visit teams and the pilot counties: Buncombe, Appalachian
District, Cabarrus, Chatham, Dare and New Hanover.

Nominations
and By-Laws -- Jim Baluss
Recommendation
1: To continue the current method of deciding a quorum for meetings
as established on July 18, 2002 whereby a quorum is a majority
of members and failing a majority quorum, meetings will default
to Executive Committee meetings.
Leonard
Wood made a motion on behalf of Region 4 that the motion be
amended to say that 30% of the membership would constitute a
quorum for a full membership meeting. Less than 30%, or 26 members
present, meetings would default to an Executive Committee meeting.
Motion was seconded by Bob Wood.
The motion
to amend the recommendation was passed by a majority present.
Vote on
the amended recommendation from the Nomination and By Laws Committee
passed by a majority vote.
The amendment
to the By-Laws will be effective in February.
Recommendation
2: “that the officers’ agencies not be required
to be members of the national association representing local
health officers
There was
discussion as to how to word the recommendation, since it was
originally proposed by Bill Smith that this membership be required
to encourage participation in NACHO. As with NCPHA, participation
has been declining.
The motion
was restated in the positive “that the officer’s
be required to be members.”
The motion
did not pass.
Alliance
(NCAPHA) -- Barry Bass
More agencies
have been joining the Alliance and/or expressing interest in
joining. As an incentive (aside from the obvious benefits of
membership) new members may join for dues of $100 for the period
of January-June, 2004.
Women and
Children's Health -- Jenny Lassiter
Recommendation
1: Jenny read a resolution regarding a recommendation for an
ideal ratio of school nurses to students as 1:750
Motion from
committee required no second. Motion passed unanimously.
Recommendation
2: That High Risk Maternity funding be redistributed to counties
based upon a need formula in an attempt to assist health departments
with a high amount of uncompensated care.
A motion
was made by Leonard Wood that this item be tables. The motion
to table was seconded by Wanda Sandelé. Motion carried
by a majority vote.
Epidemiology

Recommendation:
The committee recommends acceptance of the contract addenda
as presented by the section.
Motion
from committee requires no second. Motion passed unanimously.
Health
Promotion/Oral Health -- Curtis Dickson
Recommendation:
That the UNC Department of Family Medicine give a presentation
to the Association regarding the results of their recent survey
of smoking policies in health departments, and present issues
related to tobacco free schools.
Motion from
committee requires no second. Motion passed unanimously.
Committee Reports

Reimbursement
and Finance -- Bill Smith
The next
meeting of the committee will be February 18th at 1330 St. Mary’s
St. Bill is looking for suggestions on possibility of relating
reimbursement to accreditation. Fees for CSC services is also
a current item. Please join the committee and bring your concerns.
Health
Promotion/Oral Health -- Curtis Dickson
Next month
the committee will review revisions of the nine certification
standards for Healthy Carolinians task forces. Susanne Young
presented a funding formula for Health Promotion to the committee.
There will be no additional changes in funding beyond those
made last year. The program continues to moving towards performance
based criteria. This will be accomplished over a three year
period to minimize impact of shifting of funds. The method is
under discussion. Health Promotion action plans are due April
15th. As usual a Senior Vaccination Coalition will work together
to design promotional activities for flu and pneumonia vaccination.

will serve on the state dental advisory committee..
Environmental
Health -- David Rust
Terry Pierce
started his new position on Monday.
Nominations
and By-Laws -- Jim Baluss
Current
members are Leonard Wood, Linda White, Barry Bass and Wayne
Raynor. The committee is seeking additional members. Jim informed
everyone that in the future, to avoid the confusion we had earlier
under action items, proposed changes to the by-laws will be
presented as written. The committee will give its opinion, then
the Association will simply vote yea or nay to the change in
its original form.
Alliance
(NCAPHA) -- Barry Bass
More agencies
have been joining the Alliance and/or expressing interest in
joining.. Dues are being lowered to $100 to encourage new members.
Policy
and Planning -- Deb Rowe for Don Yousey
A list of
bills of interest is attached. All are urged to make their legislators
ware of needs and concerns. Make contacts, especially with Appropriations
Committee members, so they know what our needs are.
Deb informed
us that the Covenant for Children will not be able to fund a
$100% lobbyist position this fiscal year due to cuts in funding
from the Child Advocacy Institute. The Covenent is requesting
donations from member associations and individuals to help make
up the deficit in this year’s budget for Paula Wolf’s
full time position. If anyone would like to help by making an
individual contribution:

Deb thought
we would be interested in knowing that there is a movement in
South Carolina to divide environmental and public health. Some
leadership there have asked for our assistance since we have
had experience with this and found it has not served us well.

Dorothy
Celenti will represent the Health Directors on the Commission
on Children and Youth..
Women and
Children's Health -- Jenny Lassiter
The WCH
Committee will coordinate discussions on the Immunization Registry
with Technology. A small amount of flu vaccine is coming from
the CDC. Vaccine has not arrived from blue Cross/Blue Shield
has not arrived for non-state employees. You will receive notice
of the availability of Sterilization funds. At present, there
is hope that the Family Planning Waiver will be effective July
1, 2004. A portion of state funding will be withheld to make
the State match.
A white
paper is being prepared on the CSC/CDSA transition pilots. Health
Departments who wish to do early intervention case management
must have staff certified, and must have the concurrence of
the local CDSA..
Epidemiology
-- John Morrow
The Committee
met via conference call. The incidence of flu peaked in mid-December.
There have been nine pediatric deaths. At least half of these
children had received on dose of flu vaccine.
Avian Flu is now a concern in Vietnam and Japan, where there
have been eight deaths. There is wide scale destruction of poultry
populations in these countries. Some surveillance is being done
in pig and chicken farms.
Please be
sure to spend bioterrorism money before the end of the year.
The SARS
plan is available on line. Two supplements are still in development.
There have been recent confirmed cases in Asia.
There has
been discussion regarding updating references with rule changes.
Both an update sheet and production of new discs are being considered.

Public
Health Nurse Administrators -- Mary Jane Nichols
Mary Jane
introduced herself. We will be glad to have her!
Assoc of
Local Boards of Health -- Lee Kyle Allen
Lee Kyle
was pleased to announce that all but one county are members
of ANCBH. Everyone is invited to the reception tomorrow evening.
There will be an Awards Presentation at 6:30.
Lee Kyle informed the group that he is on the Board of Regional
Directors for the National Association of Local Boards of Health.
He is also a member of the Training and Education Committee.
They are working on training for individual health board members
that could be completed on the Internet. They are considering
a process of certification of individual members, and ultimately,
the board itself. He urged that each local board try to send
one member to the national meeting in Denver, Colorado in July.
One fourth of NC boards are members of the national association,
and he urges others to join.
Local Services
-- Dennis Harrington
Dennis
let us know that in the final analysis, we are better off staying
with our negotiated rates for dental services rather than going
with the lawsuit rates. Overall, the gain does not make up for
the cost neutral arrangement. Most programs are losing money,
with only a few making a profit.
Dennis informed
us that we will be receiving guidance on what to do if we have
a HIPAA violation.
The Random
Moment Time Study continues. A six month bill has been sent
to CMS.
Adjournment
With no further
business, the motion to adjourn was made, seconded and unanimously
approved at 3:50 pm.
The next
meeting of the Association will be February 19th, at 9:00 am at
the Wake County Health Department.
