Full Association Meeting
December
18 , 2003

Call to Order
President-elect
Mimi Cooper welcomed the members of the association and guests
to the December 18th meeting at 9:00 am. A quorum was identified;
therefore the meeting proceeded as a full association meeting.

Fellowship
Bob Wood
provided the fellowship.
Approval of the Minutes
The minutes
of the October and November meetings were posted on the web site,
ncalhd.org, and approved as posted.
Treasurer's Report
Secretary
Elaine Russell presented a corrected Treasurer’s report
for October. The checking account ending balance was over-subtracted
by $19.34. The corrected ending balance is $14,937.68. Account
balances as of November 24, 2003 were as follows:

- Savings:
$36.71
- Money Market:
$367.32
- CD: $40,000.00
Executive Director--Deb
Rowe
Deb provided
an overview of the upcoming legal conference and encouraged everyone
in the participation and planning related to the meeting. She
also reminded the group of the approaching award nomination deadlines.
State Health
Director's Report--Dr. Leah Devlin
Leah gave
an overview of the upcoming visit with Dr. Julie Gerberding, MD,
MPH, Director of the CDC. She will be meeting with the Health
Directors as a group the morning January 28, 2004.
Influenza Update--Beth
Rowe West
Beth provided
an overview of the influenza outbreak to-date. The availability
of vaccine continues to be a concern. The availability of Flu
Mist was a major point of discussion. The Public Health Command
Center opened today at Tier I, normal business hours. NC Public
Health is the first in the nation to conduct an epidemiological
investigation related to the outbreak
Dennis Harrington--Local
Services
Dennis indicated
that Flu Mist would be covered by Medicaid at $20 based on our
cost.
Joy Reed--Local
Service/Support
Joy related
the following information from the forthcoming Consolidated Agreement.
With regard to HAN, the Health Director and one additional contact
person must be identified for the system. The cost threshold has
increased from $500 to $1,000 for prior approval. WIC remains
at a $500 threshold.

Reports (action items)
Executive
Committee -- President Elect Mimi Cooper
Motion:
The Association will support the State Health Director’s
Conference in the amount of $1,500. The motion was approved
unanimously.
Technology
-- Jerry Parks
Motion:
To support the investigation of a two-way interface with the
Wisconsin product to avoid duplicated key entry. Beth Rowe West
with the Immunization Registry Project will serve as a liaison
with the committee during the process. The motion was approved
unanimously.

Women and
Children's Services -- Wanda Sandele
There will
be an increase in federal breastfeeding funds in the amount
of $400,000. Wanda was presented with a plaque honoring the
5 years of service in chairing the committee.
Technology
-- Jerry Parks
The NCHICA
Security Assessment tool has been tested in Randolph and Alamance
counties and was favorably received.
State
and Local -- Don Yousey
On the
matter of the State Personnel Act revision, the DSS Directors
have aligned their position with that of the Health Directors
Association.

With no further
business, the motion to adjourn was made, seconded, and approved
unanimously at 11:00 am.
