CALL TO ORDER Ð
President Maggie Dollar called the meeting to order at 1:27 pm. (See Attachments, Attendance Roster.)
APPROVAL OF MINUTES Ð Wayne Raynor presented the minutes of the August 20, 1999 Executive Committee Meeting. Minutes were approved as submitted.
TREASURERÕS REPORT Ð Wayne Raynor presented the TreasurerÕs Report which was approved as presented. (See Attachments)
President Dollar requested receipts be mailed to everyone for the Retired Health Directors meeting/luncheon.

Mimi Cooper Ð The reorganization stakeholders group is being reconsidered. MOTION: That the Association encourage the secretaries of both Departments (DENR & DHHS) to make the Stakeholders process one of consensus building as was originally intended by the ERC. Motion passed.

Marc Kolman Ð MOTION #1: That NCALHD approve placing health directors photographs on the NCALHD website. Motion passed. MOTION #2: That NCALHD members ask for participation of themselves and their staffs on 10 subcommittees to score applications received from vendors regarding the HSMS, RFP. Motion passed.

COMMITTEE INFORMATION/REPORTS
- Barry Blick Ð Catawba County Health Department Ð Reported progress on a community based comprehensive adolescent program.
Three phases in new program:
- Primary Care Clinic for Adolescents at the Health Department
- Create Specialty Clinics for Adolescents at the Health Department i.e., obesity, asthma, dermatology, etc.
- Community Outreach
Catawba County Health Department is computer linked to local pediatric practice. Local practice is taking call for all Health Department clients temporarily. Local practice trained Health Department staff regarding unbundled billing. Developed 24/7 capability so that we would not overwhelm their physicians and practitioners with a caseload beyond the capability of them absorbing the extra work. Some public awareness letters will be going out to neighboring counties. The pediatric practice will be sending mailings out to the guardians and parents of their patientÕs ages 13 to 20. Those over 21 will get a direct mailing. In the mailing will be an announcement of a partnership which will stress that we are one in the same and that the appointments will be made at the Health Department but that it would not be moving patients out of their practice, only referring to appropriate resource.
Education & Awards Committee Ð Curtis Holloman
- Committee in process of selecting nominee for Ham Stevens Award.
- October Legal Conference is scheduled for October 19-20 at the Friday Center in Chapel Hill. Conference begins at 8:30 am on October 19, 1999 and ends at noon on October 20, 1999. The NCALHD Full Association meeting will follow at 1:00 pm on October 20, 1999.
- Healthy Carolinians grant funds announcement has been released by the Raleigh Healthy Carolinians office. The NCALHD supports the Healthy Carolinians annual conference scheduled for October 21 Ð 22, 1999.
Epidemiology Committee Ð Dr. Sherman Kahn
- Syphilis remains a serious problem in the Southeastern United States, 28 US counties reporting more than 50% of all cases of early syphilis and NC has five of those counties. October 27th, 1999 at Ramada Inn in Burlington, 1:00 Ð 5:00 pm a conference will be held regarding syphilis in jail inmates.
- Lead-based Paint Abatement Grants Ð Rules adopted in 1997 by the General Assembly require certification of individuals who conduct inspections, risk assessments, and abatement activities in target housing and child-occupied facilities.
- Pfiesteria Update Ð North Carolina is one of six states doing active surveillance. The program has received reports of 14 fish kills in estuary waters of NC, but they have not implicated Pfiesteria piscidicda or harmful algae along the coast this year. To date, there have been no confirmed cases of Possible Estuary Associated Syndrome in North Carolina.
- Bioterroism Ð North Carolina was approved to receive $124,000 in first-year funding for "Planning and Preparedness Assessment" one of the five focus areas that were part of the original Bioterrorism RFP from CDC.
- Influenza Surveillance Ð There are currently primary care physicians in 10 counties who have agreed to participate in flu surveillance. By October, there should be several additional counties participating, thus assuring better geographic representation than we had last year.
- Communication with Local Health Departments Ð The Epidemiology Section will begin immediately sharing with local health directors all relevant information, by e-mail or phone, for communicable disease events.

Nominating & Bylaws Ð Bill Smith
- Mr. Smith reminded members that the full association would vote on a slate of officers and bylaws changes at the October meeting.
Policy & Planning Ð Tom Bridges
- Lee K. Allen supports NCALHD issues as follows:

- Environmental Health Reorganization
- Population Based funding for Public Health activities
Local Providers Work Group Ð Tim Green
- September 1, 1999 Meeting of the Providers Workgroup one of the agenda items was an update on Medicaid billing and unbundling procedures. (See attached minutes)
WomenÕs & ChildrenÕs Health Ð Dr. John Morrow
- Hepatitis B Vaccine program in schools is difficult due to lack of reimbursement for non-medicaid. There will be monies for dose one and two but may not be for dose three.
- WIC Screenings will change. HSIS system will be requiring less information to be reported by WIC. All are encouraged to develop good communication arrangements between private providers. WIC and other Child Health Programs will receive a policy for Vitamin D supplements for infants. WIC has been certified as Y2K compliant.

Office of Public Health Nursing Ð Joy Reed
- Crosswalk is being mailed out today, please review and provide feedback.
Office of Minority Health Ð Barbara Pullen-Smith
- Office of Minority Health is looking for five Local Health Departments to partner with to approach the issue of minority health disparities. Mini-grants will be available to encourage new projects or support ongoing activities in addressing minority health issues. Project Coordinator is Emmanuel Ngui and you can contact him at 919-715-4882 or e-mail him at emmanuel.ngui@ncmail.net. Funds are intended for planning, partnership development, or for implementation purposes during a 6 to 8 month period. (see attachment dated 9/13/99)
