CALL TO ORDER Ð President Maggie Dollar called the meeting to order at 9:10 am. Mr. Tim Green gave the welcome and distributed the sign in sheet. Dr. John Morrow introduced his new Assistant Director Page Irons. George OÕDaniel (Wilkes County) accepted the Onslow County Health Directors position. (See Attachments, Attendance Roster.)
APPROVAL OF MINUTES Ð Wayne Raynor presented the minutes of the June 17, 1999 Executive Committee Meeting. Minutes were approved as submitted.
TREASURERÕS REPORT Ð Wayne Raynor presented the TreasurerÕs Report which was approved as presented. (See Attachments)
Announcements
President Dollar called on Harriette Duncan who thanked Senator Perdue for Healthy Carolinians funding support. Mimi Cooper expressed the wishes of the NCALHD to keep Environmental Health and Health Services together in DHHS. Senator Perdue stated that the decision appears to be on hold and arguments from both sides are very persuasive. The current need is over $7 billion to address needs for statewide water and sewer improvements. Jim Baluss discussed the need for population based health care strategies. Public Health needs additional funds for this purpose, i.e., lead screening, communicable disease contact tracing, HIV screening testing and treatment. Senator Perdue stated that we need someone to focus on issues and to do "strategic planning". She acknowledged the growing demands on public health departments without adequate funding. We must address and fund the basic Public Health services in North Carolina. She expressed concerns about the Latino population needs and the lack of Medicaid support dollars. We (Local Leaders) must identify the four or five most important issues to us locally, then focus and be proactive at keeping the plan before the public and local decision makers.

Mimi Cooper Ð Motion: That the association support the enhanced recommendations for lead poisoning prevention. (see attached memo dated 9-1-99) Motion passed.
Some concern was expressed regarding testing private provider patients because some private providers do not agree with the testing parameters.

Dr. Sherman Kahn reviewed information regarding HIV partner notification issues. Current rules address HIV partner notification 15A NCAC 19A.0202 (b). Motion: To enhance training of health professionals regarding HIV partner notification and other communicable disease issues. Motion passed. (See Attachments)
Barry Blick ÐNCLAHD has been invited to participate in a panel on Environmental Issues at 3:15 pm on August 20, 1999 at the NCACC Annual Conference. This will follow our regular monthly meeting. (See below)
NCALHD MEETING CHANGE: 1:00-3:00 pm on Friday, August 20, 1999 at Grove Park Inn/Laurel Suite (changed from Thursday, August 19, 1999).

Jim Baluss Ð Motion: That NCALHD call on MCH, Environmental and Managed Care and Reimbursement to meet with Ed Norman and Linda Sewall to take a fresh look at reimbursement for lead screening. Motion passed.

Tom Bridges Ð Motion: That NCALHD continue to support 1) Funding for Core Public Health Services 2) Environmental Health Reorganization 3) Full Funding of Healthy Carolinians . Motion passed. See TomÕs Attachments
COMMITTEE INFORMATION/REPORTS
The GovernorÕs Task Force for Healthy Carolinians needs volunteers for the following committees:

Legal Conference is scheduled for October 19-20 1999 at the Friday Center in Chapel Hill. The program is set. Health Director of the year has been selected and will be announced soon. Curtis gave an update on meeting with Terri Snowden and Joy Reed regarding risk management training. Dennis Harrington asked about the need for additional Bio-terrorism training. It was agreed that the NCALHD membership needs more training.

Wanda Sandele Ð School Health funds, about $163,000 will be distributed through normal formula. Local Health Directors will be contacted regarding procedures for getting free "eye glasses" for some children. $200,000 available for Health Choice outreach activities in FY2000.
Jim Baluss Ð Dental Care: Division of Medical Assistance Dick Peruzzi spoke to budget neutral shift to ADA codes and that DMA will make appropriate adjustments to ensure budget neutrality and speed up rate adjustments. CPT coding and unbundling will not happen by October 1, 1999.
Dr. Chris Szwagiel Ð Exploring Executive Director partnering with NCALHD, NCPHA. NCAPHA is involved and is an important organization to continue exploring work with Blue Cross, Blue Shield. Dues structure changed as follows: $1,000 for Home Health and $500 for Public Health Clinical and $1,500 for both. President Dollar thanked Louis Latour for serving 2 years as President of NCAPHA.

Tim Green Ð We should be looking at efficiencies in Dental operations as we move to service specific billing. We need technical assistance to teach us how to operate, i.e. "Dental Clinic Management 101".
LIAISONS & OTHER REPORTS
Carmine Rocco Ð Thanked counties who had paid their dues; Board of Directors meeting August 13-14 in Craven County; October meeting will be in the West; Video Conference September 30 on Turning Point Initiative; we have some scholarship monies available. October 20-21 Ð The Healthy Carolinians Conference will be held in Charlotte.
