CALL TO ORDER - President Dollar called the meeting to order at 9:15 am. (See Attachments, Attendance Roster.)
APPROVAL OF MINUTES - The minutes of the March 18, 1999 Executive Committee Meeting were approved as submitted.
TREASURERŐS REPORT - Dr. Harold Gabel reported that he conducted an audit of the 1998 NCALHD books, with assistance from Wayne Raynor and Tim Green, and determined the financial records to be in good order. Wayne Raynor - The TreasurerŐs Report was approved as presented. Motion passed.
Announcements
President Dollar announced
J. T. Garrett - Division of Mental Health, Developmental Disabilities and Substance Abuse Services is "redesigning". Proposal for public comment and review May 25 through June 25, 1999. Please access the following web site for more information:
WWW.dhr.state.nc.us/DHR/DMH/design.htmPresident Dollar charged Committee Chairs to look into issue with Division of Mental Health, Developmental Disabilities and Substance Abuse Services "redesigning" and forward reports to Tim Green prior to May 2, 1999.
Steve Keener - Leadership at the local level is very important. The Tri State Leadership Institute is extremely helpful in building good Public Health leaders. Contact Steve if you are interested in materials for upcoming institute.

1) Support for Core Functions in Public Health
2) Standards for Core Functions in Public Health will take a lot of energy to ensure that Legislators know about Public Health concerns and needs.

Policy & Planning
Tom Bridges recognized Deborah Rowe for update on Tobacco Settlement. Looking for people (12 names) to serve on Foundation Board. Would like to have 3 of 15 seats, probably will do well to get one. See attachment on "HEALTH, POVERTY AND ECONOMIC DEVELOPMENT IN RURAL NORTH CAROLINA" which outlines why we need health representation on the Foundation Board.
MOTION #1: That NCALHD support the NC Health Access CoalitionŐs proposal that health be part of the Community Foundation on the Tobacco Settlement. Support includes endorsement of the statement on "Health, Poverty and Economic Development in rural North Carolina". Motion Passed.
MOTION # 2: That NCALHD support a bill to be entitled "An Act to Clarify the Rulemaking Authority of Local Boards of Health". Motion passed.
MOTION # 3: That NCALHDŐs top three legislative funding priorities are: a. Funds/Healthy Carolinians ($3.75M; SB 624). b. Home Visitation Funds ($3.2M; SB450), and c. Funds to Stop Straight Piping ($2.1M; HB370). Motion passed.
Motion # 4: That NCALHD support the following legislative bills: HB 27 SB 34 Emergency Shelter/Health Facilities Immunity; HB 47 SB 60 Heart Disease Prevention Funds ($750T); HB 103 SB 90 Insurance/Coverage Contraceptives; HB 141 AIDS Prevention Funds ($1.0M); HB 313 SB 91 Osteoporosis Program ($300T); HB 905 SB 615 Dental Benefits/Health Choice; SB 273 Cancer Control Reporting; SB 274 Cancer Control Funds ($500T). Motion passed.
Motion # 5: That NCALHD opposes the following legislative bills: HB 329 Uniform Rabies Vaccination; HB 595 Rabies Vaccine/dog Owner Administrator; HB 819 SB 330 Spay/Neuter Program. Motion passed.
State & Local Relations Committee

Technology Committee
MOTION # 1 - That NCALHD support increase from $35,000 to $200,000 to secure services of a Technical Writer and for Project Director for RFP development and implementation process. Motion passed.
MOTION # 2 - That NCALHD support Project Director reporting to the Division of Information Resource Management (DIRM) administratively with the Technology Committee of the NCALHD serving in a decision authority capacity. Motion passed.

Environmental Health Committee
MOTION: That the Association support the changes in the 1999/2000 Community Lead Poisoning Prevention/Healthy Home Initiative Funds as recommended by the ChildrenŐs Environmental Health Branch
1) Propose to increase amount of grants from $10,000 to $20,000 per applicant
2) Add asthma and other childrenŐs environmental health issues to areas covered by mini-grants
3) Allow counties who have received CDC grants to also compete for mini-grants.
Motion passed.

MOTION: That NCALHD provide a letter of support for the N.C. Assist grant Proposal to CDC to continue the Program and show support for local programs in all counties in North Carolina. Motion passed.

MOTION #1: That NCALHD send a letter of support to DMA urging the expansion of funding for Health Check Coordinators to all counties. Motion passed.
MOTION #2: That NCALHD become a member of the N. C. Covenant for Children. Motion passed.
